Light, once all the stitching is done it will be seen. Dark i feel would make the finished work “heavy” looking.

If I wanted the red to be the attention grabber, I would go with the light. But if I wanted the whole border to get equal attention, I would go with the darker.
Not sure that helps any, but maybe put a stitch or two of one of the colors from inside the border next to both sides to see which you prefer
